MECHANISMS OF PUBLIC ADMINISTRATION FOR THE DEVELOPMENT OF PHYSICAL CULTURE AND SPORTS IN EDUCATIONAL INSTITUTIONS OF UKRAINE
Abstract
The article examines public administration mechanisms for the development of physical education and sport in Ukrainian educational institutions under current educational reforms, decentralization processes, and increasing societal demand for health preservation.
The study aims to theoretically substantiate and analyze the key mechanisms of public governance in this field while identifying priority areas for their modernization in response to contemporary socio-economic and educational challenges.
A systemic approach serves as the methodological basis of the research, allowing public administration to be considered as a multilevel integrated process. Institutional, functional, and structural-logical approaches are applied to investigate governance structures, regulatory support, and policy implementation practices. The research methodology includes analysis, synthesis, systematization, comparative analysis, and abstraction.
The article identifies and characterizes the principal regulatory, organizational, and financial-economic mechanisms that shape the governance system of physical education and sport in educational institutions. Key governance actors at national, regional, and local levels are systematized, and major deficiencies in the existing management system are revealed.
A comprehensive model for improving public administration in this sphere is proposed, focusing on increasing management efficiency, strengthening institutional coordination, optimizing resource allocation, and adapting governance practices to modern educational needs.
Theoretical significance lies in expanding scholarly understanding of governance mechanisms in the educational sector, while practical significance is associated with the potential application of the proposed model in state policy development and institutional management practices.
It is concluded that effective public administration is a strategic prerequisite for strengthening physical education and sport in educational institutions, improving public health, and supporting sustainable social development.
