HISTORIOGRAPHICAL ASPECT OF TRAINSNG EDUCATIONAL EXPERTS IN HIGHER EDUCATION INSTITUTIONS

Abstract

The current situation in Ukraine is characterized by rapid changes in the political, economic, social and cultural spheres of human activity. In such conditions, education is undergoing significant changes, because it is designed to realize the new educational competitive order, which requires an emphasis on providing students with a certain amount of knowledge, skills, abilities; the formation of a creative personality that is responsible for the decisions made, able to develop their position in life, worldview and uphold the chosen values. Therefore, education will change its status, should become a public-state system – to make a person able to provide personal self-sufficient life, at the same time for its activities, the education system must be accountable to both the public and the state; the modern education system is designed to be open and subject to certain supervision and care by the general public.
The article analyzes aspects of the problem of training education experts in a historiographical perspective. The essence of the concept of «expert» is studied, the principles of training of experts, directions of development of scientific expertise in the field of education and competences which experts in the field of education should possess are described. The competencies of a specialist-expert are characterized thanks to the historiographical analysis of researches of Ukrainian and foreign scientists.
We have proved in the scientific literature «expertise in education» is considered as a systematic analysis of a problem, process or phenomenon in education or in one of its subsystems in order to determine the stimulating or inhibiting factors, their development and subsequent consolidation or elimination. Historiographical analysis has highlighted the functions of expertise in education and changes in the licensing of educational institutions.
In this regard, an important component in the implementation of educational-professional program for the training of masters of educational sciences is practical training, which is reflected in the profile of the educational-professional program in 011 Educational, pedagogical sciences of various higher education institutions of Ukraine, taking into account future educational requirements expert and his job responsibilities.
